Expert Testimony
Our office provides Professional Expert Testimony to Zoning and Planning Boards on a regular basis. Our office has been qualified to provide professional traffic engineering testimony in over fifty municipalities. These cases include Parking Variances, Special Use Permits, Conditional Use Permits and Change of Zone applications.
Traffic Engineering Reports
In connection with various projects throughout Nassau County, Suffolk County, New York City, Westchester County, and Connecticut our staff has prepared hundreds of Traffic Engineering Reports.
Our Traffic Engineering Reports are often part of an overall Draft Environmental Impact Statement (DEIS). These reports and the subsequent Final Environmental Impact Statements (FEIS) are part of the State Environmental Quality Review Act (SEQR) process.
These reports are based on the recommended guidelines and practices outlined by the Institute of Transportation Engineers (ITE) and the methodologies contained within the Highway Capacity Manual, published by the Transportation Research Board (TRB).
The Traffic Engineering Analysis for these projects typically involves highway capacity analysis of the signalized and unsignalized study intersections; simulation analysis of the existing and future traffic patterns throughout the roadway network; trip generation analysis of proposed projects that will influence the traffic volumes at the study intersections and analysis of potential mitigation measures and alternatives.
Traffic Signal Timing Optimization has been incorporated as a successful part of the mitigation measures proposed for many of these projects.
Members of our staff have completed a seminar on the Optimization of Traffic Signal Operations and the Optimization of Coordinated Traffic Signal Systems. Members of our staff belong to the following professional organizations the Institute of Transportation Engineers, the International Municipal Signal Association and the American Society of Civil Engineers.
Design Services
Mulryan Engineering, P.C. brings over fifteen years of experience preparing design plans for traffic signal installation and roadway improvement projects. These projects typically include work zone protection of traffic plans, pavement marking, traffic signal inter-connect and emergency pre-emption design.
Highway Work Permits
Our office provides significant experience working on Highway Work Permit projects with the New York State Department of Transportation (NYSDOT), the Nassau County Department of Public Works (NCDPW) and the Suffolk County Department of Public Works (SCDPW). These projects typically require the design of Work Zone Traffic Control Plans (WZTC) which are sometime referred to as Maintenance and Protection of Traffic Plans (MPT). All work within the Right of Way (ROW) must include construction item numbers, details and notes specific to the appropriate agency.
